Why are sz and rz not available?

I usually use scp to copy files to and from the server (when I am not using windows). When I am using windows, I use ssh to log on to the server using Tera Term Pro's ttssh which lets you transfer files using the Zmodem protocol.
Both of these needed to run setuid and contained security buffer overflows in them... They could be exploited to gain higher privileges on the server... They are on our blacklist, as there are a couple of secure alternatives to these archaic methods of file transfer:
b) rsync -e ssh
